Capt. Allan Gray

Sentient Ports
Captain Allan Gray was President and CEO of the Halifax Port Authority (HPA), a role he assumed in November 2019. Captain Gray lead a dedicated team focused on creating economic benefit for the region through the Port’s core lines of business which are cargo, cruise and real estate. He is focused on advancing digital transformation, decarbonization, and safe, efficient port operations while balancing the needs of community, economics, and the environment.
During his time with HPA, the port has initiated several project and initiatives including the 50-Year Plan and the development of The PIER at the Seaport, Canada’s first living lab for the transportation and supply chain sector. HPA and project partners were recognized with an International Association of Ports and Harbours (IAPH) Sustainability Award in the “Digitalization” category in 2023. The Marine Container Examination Facility, recently completed in Fairview Cove at the Port of Halifax, was recognized for being the first Envision V3 Verified Project in Canada.
Captain Gray is an experienced leader and trusted partner in the marine sector. Prior to his role at the Halifax Port Authority, Allan served as the General Manager of Fremantle Ports in Australia. He was appointed Harbour Master in September 2008, and was appointed General Manager Port Operations in July 2009 including commercial operations and management of the Port’s bulk business. Prior to coming ashore, Captain Gray’s career at sea spanned over 20 years trading on various vessels from RO-RO, container, bulk, and LPG Tankers.
Throughout his career, Allan has been recognized for his leadership and in 2013 and was awarded life membership for his contribution to raising the profile of the Company of Master Mariners Australia. He was awarded the president's award for contributions to supplier diversity in Canada.
Captain Gray also sat on the Board of Directors for the Canadian Aboriginal and Minority Suppliers Council (CAMSC) and as an ex-officio member of the Port Community Liaison Committee in Halifax, a working group which he established to foster collaboration and engagement between the Port and the greater community. He was on the executive committee for the Board of the Association of Canadian Port Authorities.

David Lucido is founder and CEO of Sentient Hubs, a multi-award-winning strategic decision support platform. Sentient Hubs address the unmet need to rapidly model, anticipate and account for cumulative and cascading impacts across economic, environmental, and social dimensions.
David’s mission is to improve outcomes for society and the environment through radical collaboration. David founded Sentient Hubs in 2017 following the acquisition of world-class science and technology from the University of Western Australia.

Lee has over 20 years international experience spanning corporate, government and academic domains. Lee's work is at the forefront of scientific endeavour, and includes the merging of many technologies. He is the architect behind the Sentient Hubs Platform and heads the research and development program.

Nigel McBride
Chief Risk Officer
Nigel brings 25 years of experience as a lawyer and senior leader in legal services, including Managing Partner and Chief Executive of South Australia’s largest law firm for 12 years, which is part of Asia Pacific’s largest legal group.
He was subsequently the head of that State’s peak business body for 7 years, where he dealt with the State’s most important strategic, economic and business transformational issues.
Alongside a number of Board governance roles, Nigel has provided complex policy advice, risk management analysis, probity & regulatory compliance services, and multi-faceted strategic advice to Boards and senior executives of large organisations across multiple industry sectors.
He is a Graduate and Fellow (GAICD/FAICD) of the Australian Institute of Company Directors, and an adjunct member of AICD’s faculty (facilitating on FOD Strategy & Risk).

Jack HC Kerklaan​

Jack has been working in the marine construction industry for more than 39 years, starting in the Netherlands with the Adriaan Volker Dredging Company. After four mergers and the resultant growth, he left Van Oord after more than 33 years working for the same Company, where he gained unrivalled experience on large-scale dredging and reclamation projects throughout the world.

Dr Ian Oppermann
Chief Data Scientist and CEO
NSW Data Analytics Centre
Dr. Ian Oppermann is the NSW Government’s Chief Data Scientist working within the Department of Customer Service, and Industry Professor at University of Technology Sydney (UTS).
Ian has 27 years’ experience in the ICT sector and has led organizations with more than 300 people, delivering products and outcomes that have impacted hundreds of millions of people globally. He has held senior management roles in Europe and Australia as Director for Radio Access Performance at Nokia, Global Head of Sales Partnering (network software) at Nokia Siemens Networks, and then Divisional Chief and Flagship Director at CSIRO.
Ian is considered a thought leader in the area of the Digital Economy and is a regular speaker on “Big Data”, broadband enabled services and the impact of technology on society. He has contributed to 6 books and co-authored more than 120 papers which have been cited more than 3500 times. Ian has an MBA from the University of London and a Doctor of Philosophy in Mobile Telecommunications from Sydney University.
Ian is a Fellow of the Institute of Engineers Australia, a Fellow of the IEEE, a Fellow of the Australian Academy of Technological Sciences and Engineering, a Fellow of the Royal Society of NSW, a Fellow and Immediate Past President of the Australian Computer Society, and a graduate member of the Australian Institute of Company Directors. Ian is also president of the Australia National Committee of the IEC and president of the JTC1 strategic advisory committee in Australia.

Dr Patrick Scolyer-Gray
Cyber-Sociologist
Patrick has a deep understanding of how human factors contribute to, and are affected by, complexity and uncertainty. As a Cyber-Sociologist, Patrick is a socio-technical specialist with an established reputation for his ongoing contributions to cross-disciplinary research and problem-solving.

Miguel Mujica Mota, PhD
Aviation Modelling, Simulation, & Optimisation Specialist
Miguel is an internationally recognised expert in aviation modelling, simulation, and optimisation. He has published multiple studies on sustainability problems related to airport operations including emissions, efficiency, and CO2 footprint.

Miguel is the Scientific director for Europe of International Group on Aviation and Multimodal Transport (www.igamt.eu), and is an Associate Professor at the Aviation Academy of the Amsterdam University of Applied Sciences in the Netherlands. He holds a PhD and a MSc. in informatics from the Autonomous University of Barcelona and a PhD and MSc. in operations research from the National University of Mexico. He is the current president of EUROSIM (www.eurosim.info) the Federation of Simulation Societies in Europe and the Chair of the Dutch Benelux Simulation Society (www.DutchBSS.org).
Miguel is the co-author of four books and has published more than one hundred scientific and general papers. Miguel's core competencies include: Aviation Simulation & Modelling, Algorithm Development, Optimisation, AI, Machine Learning and Air Traffic Management (ATM).
